The Center for Innovation and Free Enterprise opposes the Administration’s proposed executive order, Buy American. If implemented, this would cause numerous issues for the biopharmaceutical industry and the American people. This rule would require that raw materials, medicines, and vaccines be purchased by HHS, DOD, and the Veterans Administration only if American-made.
As we take the necessary steps in dealing with the current health crisis, both the United States as well as global financial markets are strained. This is not the time to be disrupting the supply chain. Buy American would worsen shortages, raise costs, and elicit harmful responses from global trading partners.
